What is this "Foreign Transaction Fee" charge on my credit card?

Since our credit card merchant is located in Australia some banks take it upon themselves to charge a "Foreign Transaction Fee" which is a few dollars. This is unfortunately out of our hands and up to the discretion of the bank alone.
